Medical IV production must go underground;

 Vital medical supply production must not be centered in only one region or be solely controlled by the private, for profit sector!  Planners should now expect floods EVERYWHERE, tornadoes, wildfires and deep snow.  

Therefore probably the best places would be underground, elevated above ground or both a floatable and hydraulic jack system which could raise the facility above flood level but also lower the buildings BELOW grade level in tornado situations!! 

 The expense of such engineering means the federal government must be involved in some facilities serving as backup for the private sector .
