Military personnel deficit

Could there be a connection between the massive importation of Fentanyl a synthetic drug far more powerful than oxycodone and heroin be part of what is reducing the Armed forces recruiting ability by as high as 30%?  

If so is it a "soft weapon" that our enemies have deployed to weaken our ability to keep boots on the ground around the globe as well as in a major conflict at home and to staff our essential industries across the country to keep the economy strong?
