NATO countries are awaiting regime replacement in Washington. That is a mature, intelligent national leader who makes plans ahead of actions & dialogs with them instead of simply ridiculing them in cartoonish ways. Obviously, they would also prefer an American defense department exhibiting a serious, professional demeanor.
Lacking any of the above NATO and other countries will continue to sit on the sidelines as their economies rapidly shrink.
