Trump hoping global warming, sea level rise, super storms and economic collapse will 'empty' Puerto Rico's island of most of it's civilian population leaving the island available for "productive" uses such as bombing ranges, radioactive waste storage, and luxury cities!

Trump's indifference to the disaster in Puerto Rico is rooted in his generation's bad memories of how the mass migration of brown skinned Americans to New York City caused an escalation of crime, graffiti and urban blight in areas like The South Bronx, East Harlem Bed-Stuy Brooklyn.  The fact is Trump's contempt for "PR"s is probably worse than for Mexicans (He can't deport the islanders!) This bias is the most likely reason for the slow response after the hurricane's devastation.
