Just wasted more of my time attempting to buy a scratch off ticket at a machine in Wal-Mart pretending to be ADA compliant but actually never working. So the "vending" machine is sitting (low down) solely to advertise the game and create demand. I guess ncel.org isn't needing to sell tickets after all! If the terminal DOES sometimes finction it's interface is so poorly designed it could only be designed by a bozo state gov't!
