Walmart plus delivery drivers are often in a hurry, running several orders on your trip. All the bags in the delivery car are the same color, they sometimes have to struggle with cases of water or sodas then shoot a required photo & rush back to their vehicle!
The customer hurries to bring their food items inside the door at which time they MAY notice several items are missing, sometimes 50% of their order!
What if the customer is a SNAP / EBT card user who's items are missing?
Should they complain to the store for refunds (& maybe to penalize the driver if dishonest)? Well they can & wait for a refund credit to go back to the SNAP account then reorder the missing items (and plus pay tip and sub minimum fee all over again)
But realistically it seems, Walmart thinks SNAP items are FREE OF CHARGE so why not fret a little less & just BUY THEM AGAIN? It's not your hard earned money lost to delivery chaos, right?
But if a SNAP customer has a low EBT balance replacing foods may not be affordable or even possible until next month's snap payment!
But if said customer ALSO has a credit card on the account probably Walmart feels they can makeup those loses with flexible funds?
So to punish SNAP RECIPIENTS who report poor deliveries requiring refunds Walmart seems to retaliate by blocking a customer account with mysterious "technical issue, try again later" red flags preventing credit card use (required if SNAP funds are insufficient)!
Why not just prevent this delivery problem in the beginning by taking fewer orders in each trip or using different color bags for each order OR using cardboard dividers between orders in a flat floor type vehicle!!
