Mexican & other Hispanic men dislike following laws of civilization in general and particularly a rule telling them to conceal their emotions and individual appearances!! So what needs to be done is national guard/ police highway checkpoints to look for seat belt and NO POSSESSION OR USE OF FACE MASKS violations. Also ethnic groceries etc need to have random visits by the Mask enforcement bureau - China style!
Another mask compliance incentive is to distribute masks made of light, breathable fabrics such as MICROFIBER !!
