In America's earliest industrial era many low wage workplaces outside of big cities particularly factories, farms and mills provided company owned starter homes or dormitories for their employees to reside in as long as they continued to work for the company.
Active Military members live in communal barracks as do firefighters and the National Guard.
Police personnel do not but recruiting might be much easier if they did have such an option!
Low paying businesses such as retail big boxes should be required to offer company housing to low wage employees full AND part time!
In the People's Republic of China company organized housing was the norm until recent years of rising prosperity and more abundant housing options across that country.
If the USA ever hopes to make homelessness a rare sight again then employer sponsored housing must become widespread which may also do a great deal to help the economy.
Employers could pay lower wages, lower health insurance costs, lower turnover rates of new hires etc.
Employee housing could be deducted from corporate income & property taxes.
Lack of mass homelessness would lower the costs of cities & towns for law enforcement, emergency services, hospitalization and public health as well as sanitation & public transportation!
