The 1981 promise of NYC to shelter all who need it was a bald faced lie put forth by the criminal Koch administration to pave the way for his mass urban gentrification program where the city encouraged the flipping of huge numbers of residential properties into luxury apartments and the phenomenon of "bag ladies" becoming widespread and common place as affordable hotel rooms were converted to condos their former occupants kicked to the curbs. The dear mayor said "if you can't afford to live in NYC move somewhere else" So he opened up Grand Central Station for a period to provide a grossly unsupervised, mass public shelter where gangs preyed on the helpless and desperate.
RAMPANT, UNPLANNED GENTRIFICATION STARTED THIS CRISIS IN 1981!
