Similar to Detroit MI after the riots of 1968, Ferguson's burned-out business community will be officially "preserved" as anti-black propaganda tool to politically, discredit blacks and also a Soweto-like Negro Containment Area with no businesses or jobs that might empower the black residents.
This is the only logical explanation of why the grand jury decision was deliberately announced at night after dark(Brown's family was not informed) and why local police and the National guard took a hands-off stance letting rioting go on with impunity until a sufficient amount of visible destruction had been done and enough people were in police custody to have an impressive 'body count' to announce to the mass media!!
Latest riots provided establishment media with yet another graphic example made for TV of blacks destroying small businesses IN THEIR OWN neighborhoods so that later they can complain about having no food and no jobs and needing public financial assistance in order to support their families and communities!
This whole sad drama was deliberately STAGED, play by play, by the ultra-conservative establishment to legitimize their anti-poor, anti-black political agenda! And UNFORTUNATELY, young African-Americans in MO. volunteered to be actors in the Nazi propaganda campaign designed to ultimately, exterminate THEM.

NPR reported the police and National Guard were not on hand in Ferguson to prevent the rioting despite the fact that large forces had been assembled and were standing at the ready.
This gives much credence to what you are saying.
