It would seem an obviously, VERY cost effective tool to use against the spread of the ISIS cancer would be the exploitation of readily available human bio wastes containing the deadly ebola virus as "bio bombs" to be dropped on ISIS camps and fighters.
CIA should deliberately contaminate air dropped "aid" materials which would be "accidentally" lost into enemy controlled areas as well as barrel bomb type weapons filled with Ebola waste as "Bio hazard Napalm" intended to infect huge numbers of ISIS fighters as quickly as possible in order to retard their advance and decimate their population just as is happening so rapidly now in Africa!
